Mods/ Going to to start start town

Is there any mod compatibility or tools for this game? I would like to be able to take a car back to the first rural town and deal there etc or add more areas/homes/map expansion type stuff. Are there any building tools or ways to mod this in?

If anything, they should expand on the rival drug lord so you have to pay guards for you homes and watch your back when making deals.

Meh. Mod nerds can sit around playing with broken mods all they want. The vast majority of people are only interested in the actual game. Who has time to play with some kid's broken toy.

But yeah, it would be sick if there was an actual reason for the weapons to exist.
