Ghost Crackhead?

I was driving over to the barn, until I saw this random dude hanging out in the forest in a white t-shirt, black, squared hair and pink eyes. I thought it was just a random NPC from a division of the city I haven't unlocked yet, then he disappeared.

Is it possible that this may be Schedule 1's own virtual cryptid, like herobrine or bigfoot in GTA? If you guys have ran into him, what should we name him? I'd like to call him Henry.

With that description, I think you just saw Greg Figgle (I think that's right). He hangs out on the forest trail near the giant rock for part of the day, and like all the other NPC's will sometimes "teleport" to his next scripted action site instead of visibly walking there. ;)
