No Dead Drop Option, Salvador

Could be corrupt game file but haven't played pc long enough to know the symptoms or what to look for. Loaded in, went to order dead drop, no option. The only option is to pay off my debt which is paid off. Tried restarting several times. Is there any way to get a previous save file and this might fix it? Any info helps, thanks.

my relation delta is "3.000000238418579"

Just do dead drops from him until it unlocks. The delivery is linked to the number of dead drops you got from him.

Which is your friending level and shouldn't be impacting the unlock.

What about the unlock values?
