So the odds are, your cocaine has a high suggested price, most of your wealthiest customers have been randomly assigned to dealers, and you went straight to expensive cocaine with minimal experience.
Therefore, most NPC's can't afford it, even at suggested price.
So sell it for less, reassign customers to dealers, make cheaper coke, wait until you level up some more. Any of those will help. It's not like the game is totally bugged, you still have deals happening. On average NPC's are just too poor for your deluxe product :P
Though currently, I only just got to meth in one of my games, haven't even gotten anywhere near making coke as of yet.
I make the extra $$$ on the counter offer but you need to get the offer in the first place which is why you need a price where everyone is buying.
