Merchant not spawning

Hey guys, i got to the mission where i had to talk to the fixer and the weapon dealer. Now i need to talk to the merchant but he does not spawn, i cant progress. Any way of fixing this?

even if you exit game and reload ?

Exit the game to desktop, reload the save, and sleep a day
→ Go to your Sweatshop or other safe house, save, close the game, and relaunch. Sleep until 6 PM. Oscar usually respawns that day.

Hey, thanks. I dont know why exactly it worked (because i already tried saving and restarting plus sleeping) but this time it worked out. Thanks a lot!
