Is the curfew only for me?

I clearly see other people walking about after curfew hours and the cops ignore them. But if they see me, they come after me. Curfew should be for everyone, not just the player.

then the late night schedules would be practically pointless. Unless they want to introduce a forced timer where the player *knocks out* on the street at 4pm which isn't that ideal.

I watched a theory about the curfew being for outsiders because the city has a problem with addiction. Everyone seems happy to be one of your customers expect the police. So the curfew is there to prevent drug dealers or I guess new people goin out night to find dealers to get addicted themselves.
