Why is Eugene Buckley so danged hard to find?

I gave him a free sample and got him as a customer so now I can't track him and the man is nowhere to be found. I know I can list product and wait for him to message me but I've got some stuff that I cooked up just for him, yet I can't ever find him to offer it to him. Anyone know a trick to finding him?

In the mornings he can be found in suburbia / downtown -- same street as the Slop Shop diner, one of the last buildings on the left before the hospital. If I remember correctly!
