You drag your cash into his stash, its not paid through the phone. You have to manually go to the church, open the dropbox at the back of the church, and drop in money from your cash pile.

After you do this a bunch of times, he will offer to sell it in person. That is also withdrawn from cash.

And after you buy in person a bunch of times, he will offer to ship to your location, THEN you can pay from the phone.

This game works around a cash pile which you buy illegal things with, and a electronic money pile which you buy legal things with or order shipping. And part of the game is buying laundering locations to quickly convert cash to electronic money.

You're able to access the stash but it says no debt in it? Or are you unable to access the stash at all?

it says mt debt is 0 dollars

If you put the money in anyway, will it repay your debt?

If you're looking for a possible fix yourself, when I had a similar bug (I couldn't even access a certain stash), I looked in the game files for a problem.

In
C:\Users\[your username]\AppData\LocalLow\TVGS\Schedule I\Saves\[your save game]\SaveGame_1(That wasn't there before)\NPCs\
is all the NPCs in the game. You could find the one you're having a problem with and look at their .json files.
