I've unlocked the docs and I have friendly relations with Javier Pérez and Mac Cooper, but I still haven't received any message about buying seeds.

Anyone having this issue?
I checked my messages but i dont see Salvador

have you tried progressing till next day? I had this problem before, sleeping/progressing to next day fixed it for me.

Yep, tried progressing next day, restarting the game.

When you say you have friendly relations, how high?

mac and Javier is in the very right greens (loyal)
Salvador shows as neutral - and i do see 'show on map (drop off point)
i even put cash inside. but got no text message or any form of message

Take a look at rank.json in:-

It should read Rank 7, Tier 4. It's the only reference I can find right now that may be what you can fix it with. Long way to go to not get the unlock.

From what I've seen in my game only buying seeds from deaddrops raises their friendlyness level, So I just kept ordering 10 seeds in dead drops till I could order his van with coka seeds directly to my property till his friends status was maxed out
