Do handlers only do paths if a packing station is part of the path?

I'm trying to do shenanigans with a botanist working at the sweatshop and have someone pick up his completed product, but I can't get a handler to walk over there.

The handler will transport stuff to and from their assigned station, but they won't transport stuff from a shelf at the sweatshop to a shelf at the bungalo.

I saw posts saying people were able to do this but that it might be unintended behavior and will be patched out.

You used to be able to have them go between properties but it has been patched out of the game.

Hmm, other professions have a thing that says "Wrong Property" when you try to assign them to another property's objects like that, but handlers don't have that warning. Just silently fail I guess.
