Eeeeeh, that sounds like an awful bug. Maybe verifying the files would work?

I tried that, then went to the atm to make a withdrawal, then waited to sleep and: same thing. Probably just a bug. I sent a bug report with the game's built in feature. Hopefully it gets addressed. I was hoping someone else had the issue; but, oh well

I've ran into same issue, no idea what causes it. It's seemingly gone now after few save reloads so it is truly a mystery. Maybe old cop arrest money being taken? That would be my only guess as to why it happens.
