Salvador Moreno. In your contacts you’ll see a dealer and a supplier for each area. You need to be friendly with customers connected to him, one of them will eventually give him your number. Then, buy from the suppliers to increase your friendliness (the friendlier you are, the more you’ll be able to buy at once)

You need to keep playing and unlock Coke ;)

The guy at the docks across from the bus stop is your easiest connection to become friendly with to unlock the cocoa seeds.

You have to unlock the supplier - Salvador, I believe, and he is unlocked in the 3rd area.

to unlock him, you have to befriend the person he's linked to
you can check your phone through "contacts" and clicking "docks"
