No, you don't have to do anything with him. You can hand him off to a dealer or ignore, it's optional. Moral outrage over the dev taking the piss with a name is also optional.

You technically don't ingame from what I can tell. You can still advance the different quests if you fail to deal to him. That doesn't mean that sometimes drug dealers don't have to deal with people who have questionable morals and judgement in order to get by. And also, perhaps, being an outsider who can't do anything about it. Of course, in this game, you can do something about it. Since you have that freedom.

Either that or I hit his max spend limit, immediately pickpocket the product back, beat him unconscious, and throw him in the ocean. I never give him to a dealer. I steal that shit back or kill him with double donut every time he wants something.
