Not being able to relocate workers is a flaw
I moved my operation from bungalow to barn and now I'm in process of moving to warehouse. I don't need to have drugs producing at multiple locations to keep up with demand, so basically the signing bonuses for new hires is wasted money because new workers need to be hired for new workplace. It would add a touch of more realism if we were able to maintain the workers and relocate them. Also, a suggestion for workers: they should each have a set of attributes that increase with experience. The more they gain, they will demand a raise. And also less experienced workers will be cheaper to hire than the ones with higher attributes.

Even being charged a transfer fee would be preferable over just straight fire and rehire at full price

You dont need to fire and rehire, just hire the new workers at the new location. You WILL need the old location at some point, trust me.
