You don't need a drying rack. Just use fertilizer. That alone will get you weed to purple quality and that is all that is required for Suburbia. The drying racks take too long and use up one of your botanists working slots.

Weed and coca comes at standard quality by default. Fertilizer will raise it to premium quality without any need for drying racks. Drying racks are really only useful for raising the quality of stuff you have already produced.

High quality (purple star) is sufficient, currently nothing needs heavenly (yellow star), so Fertilizer is fine (and faster than racks), same with Coca.

The % to get them as a customer also increases with other friendships, from what I see; It took me a handful of tries for the folk in uptown, but now they're dropping 3K+ orders easily.
