Supplier deliveries?

So I have two play throughs so far, in the first one right after I moved from sweatshop to bungalow the seeds supplier said I could just order and get deliveries which was super convenient. He was right at the bottom of the list in the deliveries app and would deliver whatever, whenever right to the bungalow or even later to the docks warehouse.

I'm in my second now at the barn but about as far as my first play through though I've gone a different sort of style and not a single one of them have offered to deliver. I am convinced its after you order a certain amount from them or something maybe I'll have to keep testing, I can't find an answer googling.

My first play through I ordered a ton of seeds of different strains but the second one I've basically just ordered the purple whatevers since it unlocked and like 10-20 at a time with only a few plants going simultaneously. Though recently I've been doing more with botanists so I'm super confused.

This is exactly why they aren't offering delivery. Get them up to the final stage on the Reputation meter and they will deliver. Order dead drops and pay your debt.
