A Schedule 1 substance is not known to have any medicinal value and is outright illegal.
Compare that to something like painkillers which are often prescribed legally but also have recreational value (this is why they're not over the counter drugs).
The game's name is a reference to 'how illegal of a product(s) you will be selling'. It doesn't imply the 1st of a trilogy.

I think they use the same kind of system but whereas the US has Schedule 1 as the worst, AUS schedule 10 is the worst.
Possibly used the US system as the title for marketing purposes.
