i have experienced similar problem after i have used machine that was assigned to worker.
the only thing that helped was removing machine and destination shelf from the floor.
after placing machine and shelf back + re-adding actions it was fixed.
just re-adding actions for worker did not help.
Just kidding - but seriously, I think it would make sense for workers to steal product. We should have friendliness meters with our employees so you want to keep it high to avoid them stealing product. Or if you don't pay them regularly enough, or something along those lines.
it works for me.
I just did all that and they still take everything off the shelf and go back outside.
That's the next step unfortunately. I'll update if it works for me.
Update: It's fixed the problem so far.
replacing machine does not help.
so far game restart fixes the issue always, and sometimes i can fix it by punching worker in the face ~3 times.. this is hilarious, but punch to the face works :)
i think the issue is in path finding, when you block worker retreat path to default position in front of the house OR when 2 workers simultaneously try to lock machine, creating some race condition. Technically you can create that by delaying ingredients of shelf etc.
