Beyond the usual "restart Steam", I have no idea.

My best guess would be make sure steam is up to date. Or OP could just uninstall the game and reinstall it again

Good catch. Which would mean they figured it out, since if a game has an update, you can't play without updating if Steam isn't in offline mode.
