Albert Hoover location need a map marker

I Found him once out of 5 times. so i just end up dead dropping all the time its kind of annoying

There is a map marker for the suppliers when you request to meet up but only on the phone map not the compass at the top of the screen

Sometimes it doesn't come up on map, it will show up as a black shaded circle when you zoom in on the map. There is 3 locations he meets at and they are the west construction site, the shooting range(underpass), and the mansion near the casino.
