Stutter and FPS issue [FIX] AMD Users
If you use an AMD gpu and are having fps/stuttering issues, I would suggest going into your AMD software Adrenalin application
1. Click on the gaming tab
2. Click on Schedule I
3. Click on the third tab below graphics, It should say "AMD Fluid Motion Frames 2.1" and enable it.
After 3 days of having this enabled I've had much better fps as well as no stuttering issues at all and CPU temps went down by 10 degrees. Only bad side is at some points you will notice the graphics decline for a quick second but its definitely worth it to have smooth gameplay.
GPU - AMD Radeon RX 7800 XT
CPU - AMD Ryzen 7 7800X3D
Sorry to the NVIDIA folks out there, not sure if you have these settings.

I Literally had the exact opposite issue. I turned it off and now it work. I have the same GPU. I was watching youtube in the background and noticed that when I would, the stutters would happen. But even with youtube off, this time it wouldn't stop with a reload 3x in a row. Turned OFF frame gen and it's GREAT! :) Bugs are so weird.
this happen to me to idk what happen my gpu start going to 5% use in tonight, i played in this afternoon without problems

Ever since the new update ive been having issues big time. When the game came out i had NO problems. If i turn off fluid motion my game runs better. i dont think its our hardware honestly. I think its an in game problem. i switch back to any game and everything is smooth as butter. (7900xt and a 7800x3d)

It might be a game and hardware issue. I just switched to a 9070xt from a RTX 3070 and i'm averaging around 30 FPS in the game. I tried your method and it didn't really improve much. I tried turning it off and it made it worse. Hopefully another patch comes out and fixes this issue for AMD users
strange how everyone is having different experiences with the same settings. Hopefully the Dev sees these things to get a better understanding of the problem.

I found a solution! You need to enable SAM (Smart Access Memory). You can see that it's disabled (usually) on AMD Adrenalin. To turn it on, you enter the BIOS setup, change boot option to UEFI mode and restart your computer. Then enter BIOS again to enable "Above 4G decoding" and "Re-size Bar". For most computers, this seem to do the trick, but if your SAM isn't enabled still, I would suggest you try enabling Secure Boot as well.

I wanna put a disclaimer that your C: has to be in a GPT partition in order to use UEFI mode. There's ways to change this but it's a process.

I was playing another game that had stuttering issues, and I turned off AMD Fluid Motion Frames 2.1 and it solved the problem. Not sure why it's certain games for me. I have the most updated drivers as well.

The reverse of the OP's post also solved the issue on my AMD system. Cheers to both of you.

NO thanks fake frames causes input lag.
3 AMD users here in co-op no issues anyway.

Fake frames doesn't cause me any lag. That's why i posted this. A temporary fix to an issue that made the game almost unplayable for some. If you didn't have any issues, why even comment?
