Bro how do I get the car unstuck. Its like jammed sideways. Do I have to buy a new car?

Go to the mechanic

You'll find the mechanic at a garage near one of the gas stations. They paint cars but also have a second option to tell them your vehicle is stuck.

just use the little cheat, go to settings and enable console. then exit settings and click ~ or ` on your keyboard, at the top of your screen just type, "changebalance [however much you want]" then click enter and go buy another car.

Probably the worst advice to give. Why would someone want to cheat just because of a minor interference? just go to the mechanic instead

I honestly have come to believe, after decades of gaming under my belt, that those who are keen to cheat in a game are more likely to cheat in RL when the opportunity comes along and is easier than doing whatever the right way.

But to comment on the original question, yes, the mechanic named Marco across from the car salesman can teleport your vehicle outside his garage. Which means if you miss him during daytime hours, you'll be without until the next morning (unless you own another vehicle!).
