I think if you play long enough there might be data corruption somewhere.
I started doing tests, giving the same exact items to the first two Dealers to test speed and generally speaking they are pretty even.
The 3rd Dealer services blue customers so you cant use any green meth in that market.
You need to level your customers up enough to get past weed so they can afford more expensive drugs you will get more out of everyone with weed if you produce enough to sell to everyone you can maximize your possible earnings from every possible person,
And dont go around selling to people during the day that your dealers are supposed to sell to otherwise they will be flagged as being dealt with too soon and the dealer has to wait for that flag to be cleared before they will deal to them
if you wait till 4 am you can go around and sell as much as you want to everyone by making laps around town to everyone. by the time you make it to one end of town the first end will be reset so once you unlock the full city you can loop around endlessly selling your over produced product so it doesn't build up.
once customers are paying 800 a person for weed at like 70 is % chance maxing them out then switch to meth.
Keep in mind, npcs have a budget per day, assign the low tier customers in their area for faster deliveries, ensure youre giving them Purple/Gold product, and simply wait.
The important ones you don't want to assign are these, since they have the highest budgets, so you want to be dealing to them:

Yes, simply because all dealers need 1-2 open spots to repackage.
If you give them baggies, you can fill all 5 slots.
If you give them jars, you can fill 4 slots.
If you give them bricks, you can fill 3 slots.
Jars -> baggies
Bricks -> jars -> baggies.
Hence why they need enough space to unpack them.
