I sort of have a similar issue (it might be the same thing or it might not) through I think Steel Series. Sometimes when I restart my PC all audio sources in my headphones (Games/Windows/Browsers/etc) are either EXTREMELY loud and I have to go into SS application and turn on Audio Limiter or whatever and then it's back to normal. Or Vice Versa.. everything on my PC is extremely quiet and I have to go back into the application and disable Volume Limiter. It's really bizarre and I've just lived with it because I can't find a fix. LOL. Idk if you use SS or not but yeah. I'm 99% sure the game's audio isn't changed.
I don't use SS but I assume that it is something with my PC or headphones unless someone says otherwise. I will have to do some research on if other who use the same headphones have had this happen.
Also it is not as bad as it sounds like it is for you. It is as if at max volume it sounds like it is only around 60-70%.
EDIT: I just tested YouTube and that was loud as ♥♥♥♥ so it might just be this game or games in general that have been affected.
