Can't contact Salvador

Hello, I have already unlocked Salvador and have seen him in my messages,I did press on it before and saw that he sold the coca seeds, however I cannot find him anymore.I already have loyal relationships with Javier and Mac.I tried verifyong game files, going to his stash box behind the church and placed money there cuz I thought that would fix it. However it is still not working, so I can't make any white snow. Anybody have any suggestions?

turn on console command, do setrelationship salvador_moreno 5.
He will then send you a message if you want deliveries for product. You can then schedule them :). Just figured it out lmao
