How do you unlock CocaLeaves?

I think my game bugged? I have all the supplies to make Cocaine, and every region unlocked, but I never got the coca leave supplier. Is there a specific trigger?

You have to become friends with the people in his region. Kinda exactly what you did with the previous supplier.

The previous suppliers are automatically given to you after a scripted phone call from your Uncle, it's the dealers that require an established relationship.

Look for Javier at the Gas Market and sell him some cheap drugs

Suppliers and dealers are unlocked by getting to a friendly level with one of the contacts next to them on the contact list. Give free samples or sell to someone next to them on the list until they unlock the supplier.

Guess they updated it to change how it works, it is in Early Access after all. Suppliers used to be level locked.
