Make sure you have your money on your debit card. You also can only purchase it at the real estate place.

people have posted that restarting your game can fix multiple issues like quests not triggering and it might help for menus not interacting correctly.

For some reason if you have exactly the amount it doesnt let you buy the item idk why. You have to have at least $1 over whatever value it is.
