I'd say you should be fine, albeit just barely, on a 1650 Super, considering the minimum is a 1060 and I used to own one of those myself before stepping up to an RTX 2070 Super in my old rig. Your friend will likely have to tone down the settings a fair bit, but shouldn't have too much of a problem.

Plus as others have said, your friend can check out the demo to make sure the game will run. Maybe the two of you can hop into a demo multiplayer world and intentionally try to clog it up with a ton of trash and whatnot to test it and make sure that at later points in the full game he won't have a problem should the entities (trash and whatnot) start to pile up a bit?

If you have a APU PC with only 16GB of ram, don't even bother because the game uses 5GB+VRAM + 8GB+RAM so you run out of memory on the main map.

I have a PC with a Ryzen 2700 and a RX6700XT, it runs like crap at least on Linux using proton or proton-ge, I get between 42FPS and 52FPS depending on which direction I look and dropping the graphics settings to low with no vsync and no AA or SSAO does not help the frame rate does not change.

No idea what's wrong as the game is using 50% of the GPU and 30% of the CPU, strange.

GTX 1060 for me, game runs REALLY smooth for me, only hiccups i have had have been in multiplayer, but my wifi isnt the best, and really likes desynching from hosts

Yeah it actually becomes unplayable at that point. It's a shame because up until then it was a lot of fun. I hope the developer works on optimising the game before adding new content.

I explained this to him, the issue was if he bought it and it runs fine but he gets further through the game and it starts lagging or having low fps.

It lags big time further into the game. Most of the people who say it's well optimised haven't played much.
