Workers and thresholds

Setting the mixer to 10 threshold, so it requires at least 10 buds and 10 ingredient to work.

Okay, not too bad, but then I have 18 buds and 20 ingredient. The 18 buds get used and then I'm left with 2 random ingredient, this breaks production. My packer then packs 15 of the 18 buds and leaves 3 on the tray, these 3 then stop all of the production. Gathers should be able to be set to only pick up x amount of buds and x amount of ingredient. So I don't have random amounts lie around and stopping the whole chain of production. I spend more time picking up their problems than they do actually working.
