Yeah from the drugs i have tried.

Useful ones are
Anti-Gravity = Big hops
Energizing/Athletic = Fast and Faster
Sneaky = Pickpocketing seems easier, haven't tested detection.

Bright Eyed = Eyes turn into headlights (Effect seems long lasting on NPC's?)
Cyclopean = Become one-eyed
Glowing = You glow Green
Gingeritis = Turns you into a ginger lmao.
Electrifying = Sparks shoot out of you
Long-Faced = Neck and face stretch longer.
Spicy = Head is on fire
Explosive = They explode after a time
Tropic Thunder = EDIT: Race-swaps
Calorie-Dense = Yep, a little fatter
Balding = Hair goes poof
Slippery = WASD is screwed, you slide all over
Sedated = Camera is screwed, control is floaty.
Foggy = It turns foggy if you use it, like silent hill, creepy
Toxic = You vomit
Seizure = Your camera shakes like hell.

Not sure what anti-gravity does to the customers, but when the player is under the influence, you're basically moon jumping, works on the skateboard too.
