Calling the game Schedule 1 with it being about building a drug empire is friggin brilliant.

Part of the difference is when the scheduling structure was put in place, and political pressures preventing marijuana's reclassification, but part of it is also the perceived userbase for each drug, similar to why crack had much higher punishments over powder cocaine for a long time.
