block boss 3 downttown and other areas wont unlock

LMFAO hes in the green tent in the parking garage he's not in the building

seems to be an issue if you over-level at any point, things that are ment to unlock at that level don't seem to get triggered

they do unlock at certain levels but contact list is glitched found a person to give a sample saved reloaded and it unlocked

like botanist bug maybe, they might freeze like on the 4h sleep mechanic waiting for you to sleep (also this for the money in the briefcase/bed), but maybe not working right = maybe need a game restart to clear cache I think.

Didn't work for me. Literally ran around the whole map looking for people to give samples to. Unless someone is well hidden that I managed to miss.

I got downtown now. Its the dock I'm now struggling with. The locations I've checked so far, the container outside the warehouse building, the fishing building next to the warehouse. The warehouse on the otherside of the wall of the warehouse you can buy, and finally the building next to where the police checkpoint spawns. I cant find anyone other then those

Done that, visited every house and asked everyone I met

I had this same problem. No game advance for 3 real life days !
I quit saving my game manually every time I ran out the door .
Let it save the game when you go to sleep at 4 am fixed the problem .
Have been unlocking new stuff once again with this method !
