Botanist efficient setup

How many pots can the botanist realistically handle. I know the clipboard says 8 but when I assigned him 8 he was leaving pots empty for days or leaving plants fully grown since he would prioritize other pots.

Setup
Airpot, Suspension rack, Full Spectrum Light, Fertilizer and PGR

if they are leaving plants up for days... was the deposit shelf assigned to the pot full?
with the clipboard in hand, target a pot and link it to the storage where you want the worker to put the buds of that plant.

each pot can be assigned to a separate shelf
