Quality is a separate metric. All weed seeds will produce average, Blue Star quality buds. Adding chemicals that boost yield or fast forward growth will reduce the quality by one level each, whereas adding Fertilizer will increase the quality by one level. Later on, you can purchase Drying Racks that will increase the quality of your plants for free, but over a period of time once harvested and let to dry. You can leave them to dry all the way to "Heavenly" quality, which has a Gold Star.
Meth does not have a poor or heavenly variations, as there are only 3 levels of Pseudo available.
I haven't touched cocaine yet, but I assume Coca works like Weed.
Customers will buy almost anything, with the caveat that is usually must be AT LEAST their chosen level of quality. Most early game customers will want anything that burns, but the more civilized parts of town will want High or even Heavenly quality goods. Additionally, exceeding this threshold will significantly increase a customer's willingness to buy it, as well as affect the budget they are willing to spend in a trade.
In short, a customer who wants normal grade weed, and is offered normal grade weed, will usually buy it or like the sample.
A customer who wants normal grade weed, and is offered poor grade weed, will usually not agree to the trade, or will be severely unlikely to like your free sample.
A customer who wants normal grade weed and is offered heavenly grade weed will pay more for it, and can be more likely to enjoy free samples.
This doesn't apply to scheduled deals, which are deliberate requests. As long as you provide the right mix, at the minimum quality, and the right amount of it, they are guaranteed to purchase your goods. It's when they come jonesing to you on their own, or when you offer it spontaneously on the street, that these measurements will be more obvious.
