you don't buy drugs from Albert, he only sells seeds.

perhaps, you have bought a number of seeds already? and now you need more? did you pay him back though? otherwise, he won't sell any more seeds to you until you have repaid your debt.

if so, his dead drop can be found behind Dan's Hardware., and you'll need cash in hand.
if not, then it may be some sort of bug?
