Anyone know where George Greene is?

Says he's in the middle of the T intersection by the skate shop, pizza place, bar and arcade, but he's not only NOT in that area, he's not in any of the surrounding buildings... I feel like i'm taking crazy pills trying to find this dude.

I've waited outside that bar for a full day, George Greene never leaves in my game... His circle never moves it's just static whole time. He must be glitched under the road or something?
