No quest progress after Mixing Mania

Ran into issues with Mixing Mania not completing. I tried all the tricks I saw here and Reddit such as picking up and placing the mixing table in the Chinese Sweatshop and the Hotel room, no dice. The quest got stuck on "Talk to Nelson on the payphone" but the payphone never rang. I played for a few hours, making mixes, selling mixes, etc and it never rang.

After trying the tricks, I saw someone suggest modifying the quest file to move past it and mark it complete. I did this and it worked, but whatever quest comes next hasn't started. I don't know if I haven't triggered it yet or if I messed up quest progression by touching the files. I'd hate to lose this save as I have done quite a bit waiting for the next quest to start.

Any insight on how to possibly fix this? Am I missing a triggered event? Should I try manually starting the next quest? What is the quest that starts after "Mixing Mania"?

I closed the game completly and then started mixing again, it worked then

Go to your phone > Messages > Albert Hoover. There will now be the option to send him a message to meet in person. Send him the text. That will solve the issue.
