Some games require the host to buy the game and they can invite friends who don't own it to play with them. EA's Split Fiction is one example
I know for a fact this is something some devs do. Just a few I could find in about 10 minutes of looking/owning already.
Wolfenstein: Youngblood. Uses the demo with a Buddy pass. https://store.steampowered.com/app/1056960/Wolfenstein_Youngblood/
Midnight Murder Club This one it is straight up a free guest pass. https://store.steampowered.com/app/3228480/Midnight_Murder_Club_Guest_Pass_Edition/
It takes two. Does the same thing as above. https://store.steampowered.com/app/2995920/It_Takes_Two_Friends_Pass/
Split Fiction. Friend pass is all you have to DL to play. As someone else pointed out

I did notice all the people calling you names roached out already.
Some people just wanna know if it's an option, OP didn't deserve the sarcasm
