Whats with the brightness on some pcs?

Me and my friend started a coop today and on my screen I see a blinding white light, where he sees a regular window? Is anyone else having crazy brightness issues like this?

I think some of these issues are related to graphics card settings. But I myself, have noticed crazy bright reflections off of trash on the ground lately. Mostly with the energy drink cans, like as if the sun if coming off the object directly

I have an amd rx 7600, is anyone with nvidia having this issue?
