Uncle Nelson Bugged out

I should be at the point where I have the coke recipe, but Uncle Nelson isn't calling me and there's no quest to complete. Any fixes?

You unlock coke through the docks map and the supplier there.

Once you unlock the docks, you can get customers and be friendly with the suppliers links.

I was able to make the base, but can't cook it into a usable form
