Docks area wont unlock
My friend and I are playing a co-op and we are now Enforcer 2 and when we go to the Contacts -> Docks Tab, it says "Rank Enforcer 1 Required for this region", we have restarted both our games made sure were updated. Any fixes or ways around it?

If you use XP cheats in anyway, unlocking regions will bug out.

Same issue, didnt use XP cheats. Any fixes?
edit: I found a fix, wich worked for me. I went to the gamefiles and set my Level to before Enforcer (about 14000XP) and played back up to Enforcer I. I unlocked Docks after that.
