I also echo the idea that downloading a crosshair is absolutely nonsensical, we figured out how to make crosshairs in the 90s, it's dead simple to put a dot in the middle of the screen when you're able to draw interactive 3D models.

It's 100% intentional. My guess is that it's either meant to simulate how you'd aim a gun in real life, or make shooting cops more difficult and unpredictable. but honestly there should just be an option to turn off the crosshair then LOL
