Payphone isn't ringing

I got 2 quests at once with the payphone ringing, and now it won't ring for the main quest line.

had this happen with the cooking meth and coke stage.

essentially had the meth cook stage of the quest but also assign the chemist. it broke once i did both. i also didnt really progress much in the story until after i had the barn etc. and like lvl 25-30.

i had this issue you need to find the right phone !!! one of my missions did this and none of the phones was ringing until i skate boarded past the RIGHT phone.

FFS people, problem solve, leave and come back, use console commands, try and hit f on the ♥♥♥♥♥♥ payphone, literally anything.

i cant even figure out the line to make the cheats work to make quest go forward like i type in it but its wrong i know it is but i dont know what to type lol

i used the cheat to skip 1 stage of the mission i typed:
setquestentry we_need_to_cook 0 2
bc it said i need to use the payphone but t wasn't ringing
