Downtown Dealer Brad not working

you need to become friendly with one of his customers but he never unlocks.

this seems like a hard lock in terms of progression in the game until the bug is fixed.

Yes you can unlock him. You just need to progress and keep dealing drugs

everyone of his contacts is on "loyal" status.

he only requires 1 person he knows to be "friendly" status.

for me I am stuck progressing with this bug as he refuses to unlock.

100% its a bug.

Playing multiplayer, Brad is locked for me but my friend(Host) was able to walk up to him and buy his services.

Hopefully this helps someone that experiences the same thing.

Yes i was having the same problem but my friend who was the host was able to buy his service thanks a lot

I’m having an issue where I got him to friendly, hired him as a dealer, gave him product, assigned the customers, but he doesn’t bring in any income. Anyone else ?

When they stop bringing in income or seem to be selling slow, just give them a good beating. I don't know if it really helps or not, but it's fun to pretend to be a sadist drug dealer.

I haven't had problems with Brad though, he unlocked no problem for me.

did you just give him baggies? if you give him jars , he has to have room in his inventory to break those jars into baggies

I found that as someone said above bashing him and then save and quit reload fixes him

What you can try is to go into your save file located in:
C:\Users\YourAccountName\AppData\LocalLow\TVGS\Schedule I\Saves\SteamID\SaveName
Go into NPC folder -> find the NPC folder that has a connection to the dealer -> open up their relationship.json -> change RelationDelta to 5, and Unlocked to false -> save the .json.

Now open your game, load the save. the NPC you have changed should now be locked. You will need to find the NPC, give them a sample to unlock him, and them sell them another hit. This should trigger the event that create the dealer data and unlock them.

I can say from experience from about 20 minutes ago. This does infact not work :(

This worked for me. You have to wait a day for him to wake up.
