Dead characters do not respawn

is it normal that after killing the person who allowed us to hire employees, they haven't been at their desk for a week, so there's no possibility of hiring new employees? Also, after killing the different 'suppliers,' I no longer have the ability to get deliveries or schedule appointments with them

So, I forget which of the NPC's it was, but she wanted to buy weed near the skatepark, and as I got there, I saw her getting that car that's up on bricks applied directly to her big-ass head, and getting the deal cancelled.
So, out of curiosity...

She ded?

The only NPCs that don't respawn are your laborers: handlers; chemists; cleaners; botanists. Every other NPC respawns, but sometimes the ones that are supposed to be in fixed places like the weapons merchant and fixer don't return to where they should be. Kill them again if that's the case (once you find them. they're around town somewhere).
