When these kinds of problems show up, the only fix that works for me is to save the game at nearest owned property, exit to the main menu, then load back into the game. This has fixed every problem I've run into so far.
Currently the pawn shop owner, Mick (the guy with the cowboy hat) will only go to work in his shop after he has completed a drug deal with the player. If he is assigned to one of your dealers, he will never go to the Pawn Shop.
So far, the most consistent means of forcing him to work at the shop is to put a product you have plenty of stock of as "available to purchase" in the product menu, wait for Mick to request a deal, then schedule him to meet up in the morning (6AM). After you complete his deal, he will walk directly to the Pawn Shop and enter.
Bear in mind, there will be a moment where the doors will be locked while he walks through the lobby and behind the counter. Once he settles in behind the register, the doors will unlock and you can sell off anything you need to.
For future readers, Open your phone first. Then you will see the red square in the right bottom corner.
You can now sell unwanted items to the pawn shop to recoup some cost though too.
