How do employees work in co-op multiplayer

We're seeing an issue where only the player that hires the employee gets a clipboard but they lose it after a restart or reconnect.

Is there any way to get the clipboard back when it's lost? Are other players in coop supposed to be able to manage each others employees?

Never had this problem. Everyone of mine has a clipboard. Maybe just hire them, then save immediately
