I have pronlem because i want to meet with Albert Hoover. He write a message,, agreed. I will be under the north end of the overpass for next 6 hours.'' i wait for Albert but i can't find him. Please help my

Yeah, there seems to be a bug with meeting Albert, he never appeared for me too, there is also possibility you did this at 4 AM, when day basically ended and some interaction doesn't transfer properly to the next day

yeah i couldn't find him for the longest time, either, but i eventually did.
he's at the top of the little hill that leads down to the hardware store.
start going down the hill and look to your right and you'll see him.
right before the little alcove where you sometimes find customers.
