When you pull out your phone, loot at the top of the screen for "Character"

Yup as AustinJohnPlays said,

Buy the clothes at the clothing store, then pull out your phone with tab and press the "character" option at the top of your screen, not the phone screen, it then switches to an equipment inventory in which you can dress your character with bought clothing

Use the discard option on the bottom right? Its there for a reason
