open file explorer, and in the top search bar type in %appdata%, reselect it and delete roaming and type in LOCALLOW in there instead, should find TVGS in there
Press Win + R to bring up the run window. Copy and Paste this into it:
%APPDATA%\..\LocalLow\TVGS\Schedule I
That should take you directly to the folder with the saves games folder.
This is due to steam cloud resyncing your save files. In your steam library, right click the game, go into properties and under general disable the steam cloud feature.
did all the steps you mentioned and there is no steam cloud option under general in properties, saves are still there.
I notice you are using the demo version. Not sure about this scenario because I also noticed the demo version does not have steam cloud under general options. The full version of the game has the option. I think maybe there's a bug with the setup of the demo where it saves cloud data, yet it does not let you disable it.

To anyone still having trouble with files coming back...
Launch the game, Alt + Tab to your File Eplorer and delete your save (while the game is running). Exit the game and steam will remove your save file from your steam cloud data.
What steam does, when you launch it matches your cloud data. When you exit it updates your cloud data hense the issue with files being re-downloaded from cloud.
